NYC Public Schools launched NYC Reads in 2023, requiring every K-5 school to use one of three phonics-based curricula: Into Reading, Wit & Wisdom, or EL Education. Into Reading is used in 22 of NYC’s 32 local districts. NYC Reads requires schools to use one of three city-approved curricula aligned to the NYSED standards.
Middle school ELA in NYC follows the NYSED Next Generation Learning Standards, shifting from learning to read to reading to learn. Students analyze longer texts, build academic vocabulary, and write extended responses with cited evidence. Beginning in spring 2026, New York State requires grades 3–8 to participate in computer-based testing, which changes how students experience the ELA exam.
The SHSAT is the sole admissions factor for eight of New York City’s specialized high schools, including Stuyvesant and Bronx Science. About 29,000 students take it each year, and roughly 5,000 receive offers. The ELA section combines revising and editing questions with reading comprehension across six passages. For students seeking admission for September 2027, the SHSAT will be taken in fall 2026, and the exam format is shifting as the city updates its testing process.
In the 2024-25 NYS ELA exams, 56% of NYC students in grades 3-8 met or exceeded proficiency, up 7 points from 49% the prior year. The gain outpaced the statewide increase, though a substantial share of NYC students still did not meet proficiency on the state exam.
The federal Nation’s Report Card (NAEP) tells a more cautious story. On NAEP’s 2024 reading assessment, 28% of NYC fourth graders and 29% of NYC eighth graders scored at or above NAEP Proficient. NAEP uses a different proficiency benchmark than state tests, so it offers a separate view of student reading performance.
Read Alliance places trained teen tutors with K-2 students for one-on-one phonics-based sessions in schools across all five boroughs. Read Ahead pairs elementary students at partner NYC schools with weekly volunteer mentors, while READ 718 offers Brooklyn 1st and 2nd graders Saturday reading support and after-school help for grades 3-8.
The New York Public Library, Brooklyn Public Library, and Queens Public Library run a free citywide Summer Reading program with challenges, author events, and curated book lists. NYC has also expanded dyslexia support, requiring K-2 universal literacy screening three times per year and opening dyslexia-focused public schools in the Bronx and on Staten Island.

The New York State ELA test, which is given in grades 3 through 8, is designed to assess students’ knowledge of the NYSED learning standards for reading.
The test asks students to do close readings of informational and literary texts and answer both multiple-choice and short-answer questions. The best way to study is by practicing active reading skills (taking notes, for example), learning to manage time, and taking practice tests.
