Laguna Woods, California is a town with a bit of a different history then most other towns. They weren’t settled by pioneers, or formed from old ranch properties. They weren’t started by citizens or rich investors. Laguna Woods actually started as a retirement home community. You heard me right, a retirement community. In fact, 90% of the towns four square miles is made up of the retirement community that started it, with the average age of a citizen being 78.

In the 60’s development began of a senior citizen community that would be called Leisure World. This community would allow senior citizens access to cultural and recreational activities in a safe environment. The community was going to be garden like and peaceful, a wonderful location for the chosen demographic. The development began on a little over 2,000 acres, and was a huge hit.

Multiple incorporation attempts were started, but all ended unsuccessfully. Attempts of this were done both independently and in conjunction with other cities, but no matter how they approached it their requests were denied. In 1996 word was spread that a major airport was going to be built right on its borders. This would ruin the peace and serenity that residents had enjoyed for so long. The community started as a nice quiet place for people of retirement age to settle down, enjoy their kids and grandkids, and the company of their neighbors. Although their previous attempts had failed, the community was once again going to fight for their independence. They hired a consultant, you could almost think of him as the first Laguna Woods tutor, to explore future governance options. When the people received the report, it gave them hope that they could once again fight for their options. So, they decided to pursue being made their own city, and this time in June of 1998 Laguna Woods got their wish, and the Orange County Local Agency Formation Committee approved their application.

Today Laguna Woods is its very own town, with a few new residential communities set up as well as some commercial areas.
